HEAD OF DEPARTMENT: CORPORATE SUPPORT SERVICES (Director) (Re-Advert)

Annual Total Remuneration package will be in terms of the Government Gazette No. 42023 Dated 08 November 2018 (Minimum R932 548.00, Midpoint R1 078 089.00 and Maximum R1 223 632.00) per annum
Requirements: Bachelor Degree in Public Administration / Management Sciences / Law or Equivalent. Minimum of 5 years’ experience at middle management level. Have proven successful management experience in administration. Valid driver’s license and No Criminal Record
Knowledge: Good knowledge and understanding of relevant policy and legislation. Good knowledge and understanding of institutional governance systems and performance management. Good knowledge of corporate support services; including Human Capital management, Legal services, Facilities management, Information communication technology and Council Support. Good knowledge of Supply Chain Management regulations and Preferential Procurement Policy Framework Act, 2000 (Act No.5 of 2000). Good governance. Labour Relations Act and other labour-related prescripts. Legal background and human capital management. Knowledge of coordination and oversight of all specialised support services functions.
Key Performance Areas: The incumbent will lead and direct the Department of Corporate Services which is responsible for the following functions: Provision of administrative support and records management services, including secretarial / committee services, telephone and customer care services. Compile and update delegated powers and policy matters relating thereto. Oversee all facets of Human Resource Management which includes: Human Resource acquisition, maintenance and administration (Serving as the Employment Equity Manager, Training and Development, Labour Relations, Occupational Health and Safety, Employee Wellness and doing all functions as stipulated in the Employment Equity Act. Provide effective Information Communication Technology and maintains the municipality’s Information Systems. Ensures the provision of the IT Infrastructure. Organisational Development. Municipal buildings and facilities maintenance. Communications (Internal and External). Fleet management.
The appointment of the Head of Department: Corporate Services and Head of Department: Infrastructure and Technical Services will be subjected to comply with the following terms: The need to undergo security vetting. The need to undergo Competency assessment test. The need for signing of an employment contract, performance contract and disclosure of financial interest. Submission of original certificate of the academic and professional qualifications prior to or on the date of assumption of duty. The code of conduct as stipulated in Schedule 2 of the Municipal System Act of 2000.
Appointed candidates will be expected to complete within 18 months the prescribed unit standard to give full compliance with Municipal Regulations on Minimum Competency in terms of Gazette No. 42023 Dated 08 November 2018.
