** To provide and manage Human Resources Development (Recruitment and Selection, Training and Development).
** To provide Political Support to Council and its Committees, policy development, by laws and advice
** To provide auxiliary support, secretariat, archives and registry functions, record management, printing and telephones management.
** To promote sound labour relations and facilitation of healthy working environment with organised labour and coordination of Local Labour Forum
** To create institutional capacity and implementation of individual and organisational development and structural alignment
