The Portfolio Committee on Corporate Governance, Human Settlements and Traditional Affairs, led by Hon. Christian Jacobas, conducted a comprehensive oversight visit to key infrastructure projects within Moses Kotane Local Municipality on Thursday, 22 May 2025. The visit formed part of the Committee’s mandate to monitor and evaluate service delivery across local government structures.
Speaking during the visit, Hon. Jacobas emphasised that the Committee’s role is to ensure that government funded projects are executed effectively and transparently, and that they respond to the needs of local communities “oversight is not just about inspecting progress, it’s about ensuring that services are delivered with integrity and impact” he said.
The first project to be visited was the Motlhabe Housing Project, a significant human Settlements initiative aimed at addressing the housing backlog in rural areas. The Committee expressed satisfaction with the overall implementation and quality of construction, describing the project as positive example of effective coordination between the municipality and the Department of human Settlements.
The community has began to benefit from the improved living conditions, with many praising the new homes for their quality and design. The committee commended the project team and encouraged continued adherence to building standards and timelines.
The second project inspected was the ongoing replacement of old asbestos water pipes in Mogwase with modern 355mm UPVC pipelines. The project forms part of a broader infrastructure renewal programme aimed at improving water safety and reliability across the municipality.
Currently at 80% completion, the project is expected to benefit approximately 4 986 households once fully operational. Beyond improving water access, the projected has created job opportunities and supported local economic development by involving Small, Medium and Micro Enterprises (SMME’s) from the area.
The Committee welcomed the project’s progress and applauded the municipality for prioritising both infrastructure development and local
empowerment. Constructive recommendations were made regarding procurement efficiency and community consultation.
The final site visited was the Mogwase Water Treatment Plant, currently undergoing refurbishment under Phase 1 of a multi phase upgrade. The project which began in February, experienced initial setbacks due to Vandalism and disputes between contractors and local SMME’s. However, through mediation and collaborative resolution, the issues have since been resolved and work is underway.
Once completed, the plant will significantly improve the quality and capacity of potable water supply to Mogwase and surrounding areas. The committee emphasised the strategic importance of this facility and urged stakeholders to maintain momentum while safeguarding the site from future disruptions.
In conclusion the committee expressed overall satisfaction with the project visited, while reiterating the importance of accountability, community engagement, and inclusive economic participation in public projects.
