Moses Kotane local municipality welcomes three new Heads of Department (HODs) as part of sustainability, enhancing service quality, institutional performance, and accountability by providing strong leadership
In a momentous occasion, the leadership of Moses Kotane Local Municipality today on the 02nd December 2025—comprising Mayor Cllr Nketu Nkotswe, Speaker Cllr Maria Matshaba, Single Whip Cllr Lucky Moate, Members of the Executive Committee Cllr Bushy Manganye, Cllr Godfrey Madisha, Cllr Dithothi Tshetlhane, Cllr Senkgane, and Head of Administration Mr. Mokopane Letsoalo—officially welcomed three newly appointed Heads of Department. This historic step forms part of the municipality’s long-term sustainability plan and reinforces its commitment to service delivery excellence, accountability, and effective governance.
The newly appointed senior officials are:

  • Mr. Noah Moeng, HOD: Community Services.
  • Ms. Mmabatho Manzini-Muleya, HOD:Planning and Development.
  • Ms. Nono Maribe, HOD: Local Economic Development (LED).
    Their appointments come just a day after the Auditor-General confirmed that Moses Kotane Local Municipality has successfully defended its unqualified audit opinion consecutively over the years, demonstrating sustained good financial management, sound performance, and high levels of compliance.
    Mayor Cllr Nketu Nkotswe expressed her satisfaction with the appointments, noting that for many years the municipality had prolonged acting positions. She emphasised that filling these posts with competent and qualified individuals is a significant step forward in strengthening administration, improving audit outcomes, and accelerating service delivery.
    The Mayor further highlighted the importance of gender representation in senior management, celebrating the appointment of women into leadership roles:
  • It advances diversification within the institution.
  • It contributes to closing gender disparities in top-level positions where women have been historically underrepresented.
    Speaker Cllr Maria Matshaba encouraged the new Heads of Departments to immediately align themselves with the institution’s service delivery priorities. She emphasised that this is a critical period in which communities across all 107 villages demand efficient and reliable services.
    She noted that the recent unqualified audit opinion is a reflection of the municipality’s seriousness and commitment to governance excellence. The administration is now expected to drive implementation of the promises made by political leadership, ensuring that institutional performance remains high.
    Single Whip Cllr Lucky Moate reiterated that while the municipality has notable achievements, it equally faces challenges associated with being a predominantly rural area. He emphasised that the new HODs must focus on:
  • Strengthening Local Economic Development
  • Creating opportunities for local communities
  • Enhancing municipal revenue
  • Fostering public–private partnerships and collaborations
  • Ensuring consistent and improved service delivery
