MKLM CELEBRATES AN UNQUALIFIED AUDIT OPINION AS WELL AS OFFICIAL HANDOVER OF SIGNED AUDIT REPORT.
Moses Kotane Local Municipality (MKLM) has officially received an unqualified audit opinion for the recent financial year — a significant achievement demonstrating that the municipality’s financial books are credible, fairly presented, and compliant with legislation and accounting standards.
What is an Unqualified Audit Opinion?
An unqualified audit opinion is the highest recognition for financial reporting integrity. It means the Auditor-General has found no material misstatements in the financial statements. Simply put — MKLM’s finances are in good order.
Today, Municipal Manager Mr. Mokopane Letsoalo, as the Accounting Officer, proudly handed over the fully signed audit report to Mayor Cllr. Nketu Nkotswe and the Executive Committee. The atmosphere reflected pride, unity, and the results of years of hard work and commitment.
This moment marks a remarkable turnaround — from historic audit challenges and disclaimers, to a qualified opinion, and now a highly celebrated unqualified audit. The Auditor-General has commended MKLM for the significant improvements and strong accountability culture that continues to take shape within the institution.
Key improvements highlighted
Under the stewardship of Municipal Manager Mr. Letsoalo, MKLM has showcased:
improved internal controls
Accountable and ethical administration
Viable financial management systems
Standard Operating Procedures well-implemented
Strict pre-travel authorization processes
Active clearing of UIFW (Unauthorised, Irregular, Fruitless & Wasteful expenditure)
Firm disciplinary action for misconduct
Reduced red flags and increased compliance
Post-Audit Action Plan implemented as a roadmap for excellence
“We are going to work even harder to maintain and improve this audit opinion,” said Mr. Letsoalo. “This recognition reflects dedication and teamwork across MKLM.”
Leadership Applauds Collective Effort
Mayor Nkotswe expressed heartfelt appreciation to:
• Council
• Administration
• Portfolio Committees
• All role-players and stakeholders
“This achievement proves that when we work together, we deliver better governance and improved service delivery,” the Mayor said. “There is a positive culture shift in Kotane — and internal controls are at the heart of it.”
Councillor Motsisi Mogapi, Cllr Tshetlhane and Cllr Madisha equally applauded the milestone, encouraging communities to understand what the audit outcome means so they can celebrate confidently alongside the municipality.
Service First — Communities First
While celebrating, MKLM remains aware of ongoing operational challenges, especially in:
• Water billing access to certain households
• Estimated billing due to inaccessible meters
• Water supply interruptions
• Load reduction impacts
These challenges do not take away the fact that MKLM’s financial records are correct, well-managed, and responsibly overseen.
A Municipality on the Rise
Despite being a predominantly rural municipality with limited revenue sources, MKLM continues to shine as one of the best performing municipalities in the North West Province.
“This unqualified audit is not just for us as the administration — it is a victory for our communities,” said the Mayor. “It shows our commitment to always put service delivery first.”
Conclusion
MKLM remains firmly on a journey toward clean governance, strong accountability, and enhanced service delivery. This unqualified audit opinion is a badge of honour for the people of Moses Kotane — proving that resilience, discipline, and collective effort yield results.
