<p>MPAC Hosts Public Participation Session in Lerome.<br>The Moses Kotane Local Municipality, through its Municipal Public Accounts Committee (MPAC), continued with its Public participation sessions at Lerome Thabeng Hall on 05 March 2026, The session formed part of the municipality’s oversight process for the 2024/2025 Annual Report.<br>The meeting was attended by residents from Wards 10, 15, 16, and 17, giving community members an opportunity to learn more about the municipality’s performance and service delivery.<br>The session was chaired by MPAC Chairperson Cllr. Nono Matshereng, who highlighted the importance of transparency and accountability in municipal operations. She also encouraged residents to stay informed and participate in municipal processes.<br>Mr. Jerry Sefatsa presented the Annual Performance Report, outlining key projects implemented during the year, including developments in water and road infrastructure. He also spoke about some challenges faced, such as funding constraints and project delays, and the steps being taken to address them.<br>Mr. Tshepang Pitse presented the Annual Financial Statements, highlighting the municipality’s efforts to maintain sound financial management and comply with financial regulations.<br>Municipal Manager: Mr. Mokopane Letsoalo, addressed attendees, reaffirming the municipality’s commitment to improving service delivery. He encouraged residents to protect municipal infrastructure from vandalism and theft and to support efforts aimed at improving municipal revenue.<br>The session also included an engaging question-and-answer segment, where residents were given the opportunity to raise their questions relating to the presentations and Municipal officials led by Mr. Letsoalo provided clear and detailed responses. This interactive session ensured that residents’ voices were heard and that transparency remained at the center of municipal operations.<br>In closing remarks, Cllr. Nono Matshereng underscored the importance of partnership.</p>

<p>The Moses Kotane Local Municipality officially launched its Municipal Public Accounts Committee (MPAC) public hearings to scrutinize the 2024/2025 Annual Report.<br>These sessions highlight the municipality&#8217;s focus on transparency, accountability, and active community participation in local governance.<br>The opening hearing took place on Tuesday, 24 February 2026, at the Pella Tribal Hall, chaired by Cllr. Nono Matshereng.<br>The session covered Cluster 01, encompassing Wards 1, 2, 3, 4, 18, 19, 20, and 21.<br>Cllr. Matshereng opened proceedings by emphasizing the MPAC&#8217;s vital oversight function under Section 79 of the Municipal Structures Act. &#8220;These public hearings serve as an essential platform for residents to directly engage municipal leadership, discuss achievements and challenges, and reinforce oversight mechanisms to drive better service delivery.&#8221; She remarked.<br>Presentations included:<br>A thorough review of the Annual Performance Report by Mr. Jerry Sefatsa (Head of Unit: Performance Management Systems), outlining operational successes, targets met, and priority areas for improvement.<br>Financial overview by Chief Financial Officer Mr. Mzwandile Mkhize, covering the Annual Financial Statements, Auditor-General findings, and advancements on the Post Audit Action Plan (PAAP) to implement recommendations and enhance compliance.<br>The interactive Q&amp;A session allowed community members to raise ward-specific issues, including infrastructure maintenance, water supply interruptions, financial accountability, and delays in project rollout.<br>Municipal Manager Mr. Mokopane Letsoalo, supported by senior officials, delivered detailed responses and commitments. These included:<br>Urgent prioritization of water infrastructure repairs.<br>Accelerated project implementation through strengthened monitoring.<br>Stricter financial controls aligned with audit recommendations.<br>Mr. Letsoalo assured ongoing follow-up reporting and sustained community engagement to deliver measurable improvements.<br>The session concluded on an optimistic note, with Cllr. Matshereng and Cllr. Pilane reaffirming the municipality&#8217;s dedication to accountable leadership, continuous progress, and inclusive public involvement as foundational to effective governance.<br>These hearings follows the tabling of the 2024/2025 Annual Report during the Ordinary Council Meeting, held on the 29th January 2026. <p>Ms Mokwena Pricilla, who is placed in the Performance Management System (PMS) Unit, expressed her appreciation for the opportunity, highlighting the programme’s role in bridging the gap between academic theory and practical workplace experience. “This internship has significantly enhanced my knowledge and prepared me for the realities of the workplace,” she said.</p>



<p>In the Information and Communication Technology (ICT) Department, intern Mr Teboho Mofokeng provides essential technical support, assisting with system maintenance and troubleshooting to ensure uninterrupted municipal operations.</p>



<p>Mr Thuto Makhubano, stationed in the Supply Chain Management Unit, is gaining valuable hands-on experience in procurement and compliance processes, while Mr Wiseman Tone, placed in the Water and Sanitation Unit, supports critical service delivery functions within the municipality.</p>



<p>The interns collectively expressed their gratitude to both COGTA and Moses Kotane Local Municipality for fostering a supportive learning environment that promotes professional growth and skills development, reaffirming their commitment to contributing towards improved service delivery for the community.</p>
