<p>Moses Kotane Local Municipality Integrated Development Plan (IDP) and Budget Public Participation 2026/2027 financial year.</p>



<p>On Thursday, 23 April 2026, Lerome Mositwana Community Hall was a hive of activity as the second round of IDP and Budget consultations took centre stage. The session brought together community members from Wards 10, 11, 12, 15, 16, and 17, who actively participated through questions, suggestions, and requests for clarity on proposed projects and budget allocations.</p>



<p>Proceedings began with a formal welcome and the introduction of councillors, municipal officials, and key stakeholders.</p>



<p>Cllr Dithoti Tshetlhane, MMC for Planning and Development, outlined the purpose of the meeting, emphasizing that the session focused on engaging the community on the draft IDP/Budget 2026/2027 financial year.</p>



<p>Chief Financial Officer, Mr Mzwandile Mkhize, presented the draft budget, detailing how funds are proposed to be allocated across various municipal projects. He further emphasized the importance of financial sustainability, responsible spending, and prioritising critical service delivery needs within the municipality’s limited resources.</p>



<p>Ms. Gontse Sekudu, from Siyanda Bakgatla Platinum Mine (SBPM) in her presentation highlighted completed projects and planned initiatives, including infrastructure development, healthcare services, and youth-focused programmes such as bursaries, internet access, as well as the Mine&#8217;s plan to create more employment opportunities.</p>



<p>Councillors also presented a range of projects, outlining their scope, budget allocations, and current implementation status. Community members were then given an opportunity to voice their concerns, share inputs, and make suggestions regarding the proposed plans. Notably, residents also offered constructive suggestions aimed at enhancing municipal revenue and strengthening financial sustainability.</p>



<p>This engagement forms part of the municipality’s continued commitment to transparency, accountability, and collaborative governance, ensuring that communities play a meaningful role in shaping service delivery priorities.</p>

<p>On Wednesday, 22 April 2026, the Moses Kotane Local Municipality continued its second round of public participation for the 2026/2027 Integrated Development Plan (IDP) and budget at the Mabodisa Community Hall in Moruleng, under Cluster 2.</p>



<p>Community members from Wards 9, 22, 31, and 32 actively participated in the session, engaging with municipal representatives regarding planned service delivery programs and development priorities for the upcoming financial year.</p>



<p>Cllr Dithothi Tshetlhane, the MMC for Planning and Development, highlighted the session&#8217;s intent to showcase projects that have already been budgeted for implementation in the 2026/2027 financial year.</p>



<p>Mr. Mzwandile Mkhize, the Chief Financial Officer, presented the draft budget, offering insights on how the municipality intends to allocate its financial resources.</p>



<p>Ms. Gontse Sekudu from Siyanda Bakgatla Platinum Mine presented the Social Labor Plans (SLP), outlining several initiatives aimed at enhancing community welfare and development. She emphasized the mine&#8217;s commitment to responsible mining practices and mentioned other successful projects that have positively impacted local communities, such as infrastructure development, educational programs, and health services.</p>



<p>Throughout the session, community members voiced their concerns and sought clarification on various service delivery issues, including the state of internal roads, challenges with water supply, the need for high mast light installations, and plans for electrifying new households. Residents also took the opportunity to acknowledge the municipality’s progress in several areas.</p>

<p>MOSES KOTANE LOCAL MUNICIPALITY CONTRIBUTES TO LITERACY DEVELOPMENT THROUGH EDUCATIONAL LIBRARY VISIT<br>Moses Kotane Local Municipality, in partnership with Diphetogo NPO, hosted an educational library visit aimed at advancing literacy development, promoting a culture of reading, and strengthening civic awareness among young learners.<br>The programme formed part of the Municipality’s broader commitment to improving literacy levels within communities by creating access to information, learning resources, and educational support systems.<br>Learners were officially welcomed by the Mayor, who engaged with them and emphasised the importance of reading as a cornerstone for personal growth, critical thinking, and future opportunities. The Mayor further encouraged learners to make full use of community libraries as safe and enriching spaces for learning.<br>During the visit, learners were taken on an informative tour of the municipal library, where they were introduced to a wide range of books, digital resources, and educational materials. Ms Tebogo Sephoti and Ms Nicolette Pule guided learners on how to access and effectively utilise these resources to support their studies and improve literacy competencies.<br>The educational experience extended beyond the library. Learners visited the statue of Moses Kotane, where they gained insight into his historical significance and contribution to South Africa’s liberation history. <p><br>The Moses Kotane Local Municipality convened a Councillors’ Briefing Session on 09 April 2026 as part of the readiness towards second round of the Integrated Development Plan (IDP) and Budget Public Participation process for the 2026/2027 financial year.<br>The session was chaired by Cllr Dithothi Tshetlhane and officially opened with a prayer by Cllr Precious Mulleya. Delivering the welcome address, Mayor Cllr Nketu Nkotswe emphasised that the central focus of the engagement was the draft budget, highlighting its critical role in addressing community needs and guiding municipal service delivery priorities.<br>In outlining the purpose of the session, Cllr Tshetlhane noted that the briefing aimed to engage councillors on the draft budget and proposed projects earmarked for implementation. This engagement forms part of preparations for the upcoming public participation processes.<br>A detailed presentation on the Draft Budget for the 2026/2027–2028/2029 Medium-Term Revenue and Expenditure Framework (MTREF) was delivered by CFO, Mr Mzwandile Mkhize. This was followed by a progress report on Infrastructure technical services projects presented by Mr. Benjamin Mashaba.<br>A presentation on Supply Chain Management processes by Ms. Seageng Marule, Senior Accountant: Demand and Acquisition.<br>The session provided a platform for councillors to raise inputs, comments, and seek clarity on key matters. <p>Mogwase – 26 March 2026</p>



<p>The Moses Kotane Local Municipality, through the Office of the Speaker, convened an Integrated Intergovernmental Stakeholders Forum aimed at strengthening coordinated and comprehensive service delivery to communities.</p>



<p>The meeting brought together key stakeholders from various sector departments, including Home Affairs, department of employment &amp; labour, the Independent Electoral Commission (IEC), Community Development Workers (CDWs), community activists, municipal officials, and councillors. The session was chaired by the Speaker of Council, Cllr Maria Matshaba, and co-chaired by Mr Ntsamai.</p>



<p>Cllr Precious Muleya officially opened the session by lighting a candle as a symbol of hope and unity, followed by a prayer for togetherness and harmony.</p>



<p>Mr Nkhensani Ndlovu, Manager for Mankwe Home Affairs department, emphasised the importance of collaboration between government departments and communities in delivering integrated services. He presented the department’s 2025/2026 performance, highlighting key achievements, updates on smart ID card applications, collections, as well as outreach programmes. The deployment of mobile units across Moses Kotane East and West was noted as a critical initiative to bring services closer to rural communities.</p>



<p>Ms Daisy Sekgapane from the IEC provided updates on local government matters and voter registration. She encouraged community members to actively participate in the democratic process and to utilise online voter registration platforms for convenience and efficiency.</p>



<p>Representatives from various sector departments also shared updates on ongoing government programmes assisting communities in various areas.</p>



<p>The forum attended by Mayor Cllr Nketu Nkotswe, Singlewhip Cllr Moate, Speaker Cllr Maria Matshaba and all key role players reaffirmed the importance of integrated planning, collaboration, and community involvement in accelerating service delivery.</p>

<p>On 16 March 2026, the Municipal Public Accounts Committee (MPAC) of Moses Kotane Local Municipality conducted oversight visits to several key infrastructure projects aimed at enhancing service delivery across local communities.<br>The oversight programme commenced at the 3km Kraalhoek Internal Road Rehabilitation Project. In addition to improving road infrastructure, the project has contributed to local economic development by creating employment opportunities for community members.<br>The MPAC team proceeded to the Maeraneng Water Supply Project, an initiative designed to improve access to reliable water services for residents. Nono Matshereng, who highlighted the importance of transparency and accountability in municipal operations. She also encouraged residents to stay informed and participate in municipal processes.<br>Mr. Jerry Sefatsa presented the Annual Performance Report, outlining key projects implemented during the year, including developments in water and road infrastructure. He also spoke about some challenges faced, such as funding constraints and project delays, and the steps being taken to address them.<br>Mr. Tshepang Pitse presented the Annual Financial Statements, highlighting the municipality’s efforts to maintain sound financial management and comply with financial regulations.<br>Municipal Manager: Mr. Mokopane Letsoalo, addressed attendees, reaffirming the municipality’s commitment to improving service delivery. He encouraged residents to protect municipal infrastructure from vandalism and theft and to support efforts aimed at improving municipal revenue.<br>The session also included an engaging question-and-answer segment, where residents were given the opportunity to raise their questions relating to the presentations and Municipal officials led by Mr. Letsoalo provided clear and detailed responses. This interactive session ensured that residents’ voices were heard and that transparency remained at the center of municipal operations.<br>In closing remarks, Cllr. Nono Matshereng underscored the importance of partnership.</p>
