<p>The Moses Kotane Local Municipality hosted a Municipal Public Accounts Committee (MPAC) public participation session in Mokgalwaneng on 03 March 2026.<br>This formed part of the municipality&#8217;s ongoing oversight process for the 2024/2025 Annual Report.<br>The event targeted residents from Wards 5, 6, 7, 8, 29, and 34.<br>Cllr. Nono Matshereng, Chairperson of the MPAC, presided over the session. She emphasized the event&#8217;s core objectives: enhancing transparency, promoting accountability in municipal operations, and ensuring residents stay informed about performance, service delivery achievements, and development initiatives.<br>Mr.Jerry Sefatsa delivered an overview of the Annual Performance Report, spotlighting major infrastructure milestones such as water and roads, persistent challenges such as funding constraints or implementation delays and the corrective measures being implemented to address them.<br>Mr. Tshepang Pitse presented the financial perspective, covering the Annual Financial Statements. He stressed the municipality&#8217;s continued focus on robust financial management, compliance, and efforts to improve financial discipline.<br>Municipal Manager Mr. Mokopane Letsoalo addressed attendees, reaffirming the administration&#8217;s commitment to sustained improvements in service delivery. <p><br>The Office of the Mayor in Moses Kotane Local Municipality has taken a significant step forward in advancing the empowerment and development of young people across all 107 villages and Two Townships.<br>The Youth Desk has officially expanded its structure to provide qualitative and holistic support to young people, people with disabilities, and vulnerable groups who seek recognition and meaningful inclusion.<br>At the heart of this renewed commitment is the appointment of Mr. Tsampo as Youth Desk Coordinator, who assumed his duties with immediate effect on the 01st September 2025. He will be readily available to attend to issues raised by young people throughout the municipality, ensuring that their voices are heard and their concerns addressed.<br>The Youth Desk platform exists as a proactive space where the interests of the youth are identified, implemented and monitored and championed.<br>Youth Desk is a critical vehicle for driving the municipality’s long-term vision of an empowered, skilled, and resilient generation. “Our young people are the cornerstone of sustainable development. <p>ITS Portfolio Committee embarks on oversight programme</p>



<p><a></a>Magong- In a concerted effort to enhance service delivery and uphold accountability, the Portfolio Committee on Infrastructure and Technical Services of the Moses Kotane Local Municipality recently conducted an oversight visit to Magong Village. This initiative aimed to assess the progress and functionality of high mast light and borehole water projects, which are pivotal to the municipality&#8217;s commitment to improving the quality of life for its residents.</p>



<p>According to Portfolio Head of ITS Cllr Hazel Molefe, the committee&#8217;s primary focus was to evaluate:</p>



<p>• High Mast Lighting Projects: These are essential for ensuring public safety.</p>



<p>• Borehole Water Projects: Access to clean water is a fundamental need, and the functionality of boreholes is critical for communities, especially in areas where municipal water supply is limited.</p>



<p>Oversight Assessment outcome:</p>



<p>&#8211; Only a few of the 26 Apollo lights in the village were still functioning.</p>



<p>&#8211; Several lights have been maintained by the Municipal electrical team, and the other ones have been diagnosed for further repairs.</p>



<p>&#8211; In addition, some boreholes were augmented to ensure the community&#8217;s water availability is sufficient.</p>



<p>At Magong the Portfolio Committee was attended by MMC for Infrastructure, Cllr Hazel Molefe, Cllrs Mogomotsi Mogale, Cllr Nomvula Sekao, and Cllr Nelson Sefora.</p>

<p>MEC for CoGTA and Finance visits Moses Kotane Local Municipality on Municipal Performance.</p>



<p>Moses Kotane Local Municipality (MKLM) hosted a delegation led by the MEC for Cooperative Governance, Human Settlements, and Traditional Affairs (CoGTA), Oageng Molapisi, on the 29th January 2025.</p>



<p>The visit formed part of a the roadshow aimed at assessing municipal performance, strengthening governance, and improving service delivery.</p>



<p>The engagement focused on the Municipal Performance Assessment Tool (MPAT) report, which evaluates municipalities based on the following pillars, including:</p>



<p>-Putting people first</p>



<p>-Delivering basic services</p>



<p>-Good governance</p>



<p>-Sound financial management</p>



<p>-Building capable local government institutions</p>



<p>The visit provided a platform to discuss municipal challenges and identify solutions for improved governance and service delivery.</p>



<p>In his address, MEC Molapisi emphasized the critical role of local government in service delivery and the need for councillors to fulfill their constitutional mandate.</p>



<p>&#8220;We must assess ourselves both individually and as an organization to ensure that we provide services in a sustainable manner and promote a safe and healthy environment,&#8221; he said.</p>



<p>He acknowledged the need for better coordination between national, provincial, and local governments to enhance municipal capacity.</p>



<p>The National Treasury presented an overview of MKLM’s financial performance, including:</p>

<p>-Age analysis by income source</p>



<p>-Financial governance</p>

<p>Dr. Bole from CoGTA provided a municipal performance assessment based on the six pillars of governance. The presentation also covered improvement plans, system usage updates, and strategies to enhance municipal administration.</p>



<p>The Municipal Manager Mr Mokopane Letsoalo delivered a comprehensive report on MKLM’s financial position, service delivery progress, and governance structures.</p>
