PROFILE OF MR. POTGIETER:-

Mr Johan Potgieter is the Chief Financial Officer of the Municipality as well as the Head of the Budget and the Treasury Office.

Mr Potgieter has 43years’ experience in general and financial administration in local government, most at senior management level. He has been working for the Moses Kotane as a financial consultant for 7 years before he was appointed as the CFO in September 2007.

Objectives

• In charge of the budget and financial planning
• Develops the council budgeting process
• Develop, manage and control the council’s annual and medium term financial framework (MTEF)
• Align the budget and the MTEF with the Integrated Development Plan
• Coordinate the budget process with all departments
• Ensure the collection of rates, tariffs, taxes, surcharges, subsidies and the equitable share
• Ensure fair, equitable and transparent expenditure control based on Generally Recognised Accounting Practices (GRAP)

OBJECTIVES OF THE DEPARTMENT:-

· To ensure that finances are managed in a sustainable manner and meet the needs of the community;

· To ensure that all moneys in terms of rates, tariffs, surcharges, taxes, subsidies as well as the equitable share and MIG allocations and grants are collected;

· To ensure a fair, transparent, competitive and cost effective procurement system as well as stock management system;

· To ensure transparent expenditure control based on generally recognized accounting practices;

· To ensure the compilation of the annual operating and capital budget according to M.F.M.A;
